Tethering an animal for long periods can be cruel because it deprives dogs of proper socialization and often leaves them unable to reach whatever food, water, and shelter they've been provided. The dogs grow aggressively protective of their tiny spaces and often attack children and other people who come near them.
SB1578 will prohibit a person from tethering, fastening, chaining, tying, or restraining a dog to a doghouse, tree, fence, or any other stationary object for longer than three hours in any 24-hour period.
