Tara Reid gives cash to a... panhandling dog?!?

I have no idea what's going on here, but the photos on Dlisted would appear to be of Taradise host Tara Reid giving a $20 bill to a dog. Are things getting so tough in Hollywood that even the dogs are panhandling now?
